Sam began his career as a journalist after studying journalism and communication. During two years in this role in Hong Kong, he gained valuable insight into how the world operates and witnessed first-hand the power and impact of legal systems.

He later transitioned into law, earning his LLB from the University of London in 2002, followed by a Postgraduate Certificate in Laws from the University of Hong Kong in 2003. He qualified as a solicitor in Hong Kong in 2006.

Sam’s early legal career encompassed both commercial litigation and commercial work. Over time, he specialised in corporate and commercial law, regularly advising on capital market transactions, joint ventures, and mergers & acquisitions. He spent over 15 years in private practice at both boutique and international firms, serving as a partner in later years and leading teams in executing diverse transactions.

From 2022 to 2025, Sam joined a statutory authority in Hong Kong as in-house legal counsel, expanding his expertise to include insurance claims, regulatory investigations, and data protection. This combination of private practice and in-house roles has given him a holistic perspective, balancing legal precision with commercial pragmatism.

While much of Sam’s experience is rooted in Hong Kong, many transactions he has handled involve cross-border elements. Jurisdictional boundaries have never hindered his ability to provide effective legal advice.

A believer in lifelong learning, Sam qualified as a solicitor in England and Wales in 2023 through the SQE route and obtained CIPP/E certification in 2024.

2013

Advised a large Chinese FMCG company on its joint venture with a major publicly listed UK retailer for business operations in China, involving a £185 million cash contribution to the joint venture.

2014

Advised a major Chinese property developer on its IPO on the Hong Kong Stock Exchange, raising approximately US$3.7 billion.

2016

Advised a prominent Chinese real estate developer on its joint venture with a Singapore-listed company for a property development in southern China. 

2023

Advised on a corporate restructuring involving a vertical amalgamation of several group companies within the statutory authority. 

Oversaw various financing transactions, including revolving loan facilities and bond issuances.

2025

Led the acquisition of an 800-room hotel property for approximately US$98 million on behalf of a statutory authority responsible for operating major aviation infrastructure in Hong Kong, and subsequently negotiated the hotel management agreement with a third-party operator.
